Annual Report 2009

Following the announcement of the disputed presidential results, Kenya witnessed violence and armed conflict which lead to destruction of property, displacement of people and loss of lives. Women and children bore the brunt of these conflicts since social structures and cultural stereotypes rendered them powerless, making them easy targets. The Caucus for women’s leadership through its programmes therefore wishes to see a sustained process enabling women to access their rights and reduce cases of gender based violence, hence have a society where every woman lives free from all forms of violence and discrimination
 Truth Justice and Reconcilliation Handbook

Women Seeking Truth Justice and Reconciliation in Kenya

Women Seeking Truth Justice and Reconciliation in Kenya was developed following the formation of the Truth, Justice and Reconciliation Commission.  This handbook gives women and men knowledge on how the commission is operated and how women and men can make use of these commission.  Legal terms that may be difficult are also explained.

 Awakening the Sleeping Giant

The establishment of the Women's Regional Assemblies can be likened to "waking up a sleeping giant".  Within the short span of time, the initiative has been in existence, the country has witnessed the emergence of a new crop of women leaders at the grassroots level.   One of the key lessons learned by the Caucus, is that "empowering women at the grassroots level is perharps one of the most powerful tools for gender advocacy"

From the Margins to the Centre:
Experiences of the Kenya Women’s Political Caucus “From the Margins to the Centre: Experiences of the Kenya Women’s Political Caucus” is perhaps one of the most important documents produced by the Caucus. It is an attempt to document the growth of both the women’s political movement in Kenya as well as the institutional growth of the Caucus. It is a concise file of the struggle of Kenyan women to coalesce their effort for equitable participation in decision-making organs into a formidable and veritable force…

Tools for Engendering Local Governance:
A Leadership Trainer's Guide, Module 1

Sensitivity towards gender issues and gender perspectives with regard to development have been omitted from various responses that have so far been developed to advocate for women’s participation in governance and leadership positions.

Some of these responses have botched because women have not been integrally involved in the design and implementation of these responses. Yet one of the most important contributions that can be offered in elevating women to leadership positions is to guarantee their participation at all levels of development of these responses irrespective of their status.

This Trainers Guide Module 1, offers a framework for classifying expectations to the organizations that will implement the gender and governance programmed and guides them in determining their responsibilities with respect to their governance programmes. It also provides concrete, practical information that can be used in the context of a local governing authority’s unique history, issues, resources and priorities.

Women Against Corruption
The booklet is the effort of the CWL, then the KWPC with support from CIDA-Gender Equity Support Project. The booklet is informed by the report of the survey of corruption in Kenya conducted by a team of researchers commissioned by the Caucus. and reports of consultations of various groups. The purpose of the survey was to generate information on the nature, form, extent and intensity of corruption in the Kenyan society and how this impacts on the social, economic and political status of women and men.

The study which was also meant to provide indicators that could be useful in planning and supporting efforts in the fight against corruption, was occassioned by high incidence of corruption in Kenya. Reports by Transparency International have ranked Kenya among the most corrupt countries in the world. Other revelations from the Auditor General's report PIC/PAC, Clarion and SODNET show that there is massive corruption taking place in Kenya unabated and its rise has gradually affected the economy, which has declined. The report of the survey reveals that corruption is a menace that is currently eating deep into the various sectors in the country, and that women are bearing the burden of corruption.

 Tools for Engendering Local Governance:
A Leadership Trainer's Guide, Module 2

This is the Second Module of the tools developed. In this module, we examine the concept of good governance and the place of gender in promoting it. We also look at the functions and roles of local authorities as organs of local government, and the manner in which a good electoral process can facilitate good governance. The key to having good governance institutions start with a good electoral system. These things in turn affect the development process.

Comparative Study on Gender and Governance in India, Sudan, Nigeria and Kenya:

Women across Africa and Asia and particularly Kenya continue to suffer from multiple liabilities: Poverty, Stigmatization, Illiteracy, Violence, Disease, Unemployment, to point out a few. Good governance and sustainable development in our society remains to be a major challenge for key players within the Government, Corporate sector, and Non governmental Organizations.

Christian Partners Development Agency (CPDA) is committed to enhanced gender sensitivity and visibility in leadership and improved women’s participation in development and the political process at all levels. We believe that helping women and men becoming equal partners in development within all structures by providing access to information is in its own right a development objective.

It is on this premise that this comparative study was initiated as an output under Gender and Governance Programme as CPDA collaboration with the Caucus for Women's Leadership, then the Kenya women's Political Caucus. This study contains strategies that have worked in Africa and India specifically best practices and strategies that have worked in Nigeria, Sudan, Kenya and India for engendering local Governance it also makes a comparative assessment of performance in the selected countries.

Towards Gender Equality in Governance:
A Study of Gender and Local Government in Kenya

This study falls within the broad framework of gender and governance and was predicated on the premise that good governance in the 21st century must incorporate pursuit of gender equality. The study specifically sought to examine the extent of institutionalization of gender mainstreaming and empowerment of women, if at all, in local government in Kenya. It used five parameters: legal and institutional frameworks, programmes, financial resources allocation, participation and monitoring mechanisms.

The Women's Political Manifesto:
A popular version for dissemination

Women in Kenya are 52% of the population. Women voters are therefore important to all political parties. We acknowledge and welcome what the government has been doing to improve the lives of women, but there is still much to do.
